The Los Angeles Diversion, Outreach, and Opportunities for Recovery program provides a comprehensive, health-focused, preventative approach that proactively engages individuals at elevated risk of returning to the Los Angeles City Attorney's Office on a new misdemeanor offense related to substance use, mental illness, or homelessness. In this report, the authors summarize their findings from an evaluation of Cohort 1 of the program.

Affordable housing in Indiana is in short supply. Moving Forward's novel approach to affordable housing design aims to reduce household utility and transportation expenses and use innovative energy-efficient and renewable technologies. In this performance evaluation, the authors make actionable recommendations to strengthen the initiative and increase the likelihood of achieving and verifying outcomes as the program continues to mature.
In Search of a Durable Solution: Examining the Factors Influencing Postconflict Refugee Returns August 26, 2021

The world's 30 million refugees live in limbo waiting for solutions, while their host countries experience ever-greater strains. The authors found that only one-third of refugees return home after ten years. Returns have not kept pace with new displacement, leading to a growing total number of refugees. New solutions for safe refugee return are needed. The authors examine barriers to, and facilitators of, the safe and sustained return of refugees.

In this interim evaluation of the New York State Medicaid program's Children's Design, the authors identify facilitators of, and barriers to, its implementation, describe and delineate baseline trends in outcomes of interest, and assess the feasibility of identifying comparison groups for analyses that will contribute to a summative evaluation of the program.
Evaluation of the Military Spouse Employment Partnership Program: Report on the Second Stage of Analysis July 21, 2021

In this second phase of a two-phase study of data on the Military Spouse Employment Partnership (MSEP) program, the authors conducted a new query of job postings from the online MSEP Career Portal to analyze the jobs from 2016 and compared the geographic distribution of these jobs with the locations of spouses. The authors also interviewed participating employers in 2016 and then surveyed and interviewed spouses who had used the portal in 2019.
Indonesian Fires and Haze: Measuring the Health Consequences of Smoke Exposure July 20, 2021

Fires in Indonesia contribute to severe air pollution, or haze, that causes public health, environmental, and economic degradation in Indonesia and across equatorial Asia. In this report, the authors present preliminary analysis that explores the drivers of fire activity in Indonesia and quantifies health consequences using a local survey collected in districts located around the country, and conclude with recommendations for future research.

To examine vulnerability to COVID-19 and the pandemic's impacts within a specific community, the RAND Corporation, the Black Equity Coalition, and Surgo Ventures partnered to consider disparities in Allegheny County in southwest Pennsylvania. Researchers created an interactive online tool to show how testing, cases, deaths, and the ability to practice physical distancing have been distributed across neighborhoods and populations.

The U.S. Department of Homeland Security and Federal Emergency Management Agency have committed to reduce social inequities but lack frameworks, indicators, and metrics for tracking progress. In this report, researchers describe the results of a literature review, the key themes related to conceptual frameworks, and indicators and metrics. They also identify knowledge gaps and provide recommendations for assessing racial equity in these programs.

This Data Note provides a picture of students' learning experiences in kindergarten through grade 12 schools that have adopted a variety of operational models (e.g., fully in-person, hybrid, fully remote) during the 2020–2021 school year. Our findings provide evidence that students are on sharply different learning pathways depending on whether their schools have been mostly remote or mostly in-person for the majority of this school year.

The Department of Defense (DoD) Exceptional Family Member Program (EFMP) provides resources and support to military families who have a dependent member with special needs. Because each military service branch runs its own EFMP, the authors compare service branch EFMP policy with the overarching DoD policy. Their analysis identifies areas where DoD or service policy could be edited or refined for greater consistency across policies.

Without information on the potential return on investment for women's health research, stakeholders lack a basis for altering research investments to improve knowledge of women's health. In this report, the authors examine the societal cost impact of increasing research funding in Alzheimer's disease and Alzheimer's disease–related dementias and find that investing in women's health research yields benefits beyond investing in general research.
