The tools and techniques of policy analysis are increasingly important to professionals in government, corporate, and nonprofit sectors around the world. In addition to its Ph.D. program, the Pardee RAND Graduate School also offers policy analysis training programs — Executive Courses and Professional Development programs — designed to help working professionals acquire key skills in a convenient, condensed format.

Each of the program types described below will prepare participants to return to their respective fields with fresh ideas, grounded in sound methodologies, and with a renewed vision of what’s possible.

Faculty Leaders Program

Pardee RAND is committed to ensuring that a diversity of voices and perspectives are an integral part of the policymaking process. Part of that commitment is drawing that diversity into public policy education to create the next generation of leaders from that range of voices and perspectives.

To that end, for the past three summers the Pardee RAND Graduate School has invited faculty serving highly diverse student bodies to participate in a week-long program at RAND's Santa Monica headquarters. Previously called the Summer Faculty Workshop in Policy Analysis, it has been rebranded as the Faculty Leaders Program.

Professional Development Short Courses

  • Employers sponsor the course and decide who among their staff will participate. To optimize the learning experience, course enrollment is capped at 25 participants.
  • Curriculum is customizable, but will always include an introduction to the field of policy analysis and the key analytic methods used in tackling policy challenges, such as cost-benefit analysis, cost-effectiveness analysis, qualitative analysis, and basic statistics.
  • Courses are led by Pardee RAND’s esteemed faculty—exceptional teachers who offer both leading-edge issue expertise and a practical approach to solving real-world challenges.
  • Courses are typically several weeks in duration and can be conducted at many of the RAND Corporation’s locations throughout the world, at the employer’s offices, or at another preferred site.
  • Follow-on mentoring for participants is available for an additional fee.
  • Pardee RAND certificate issued upon completion of program.

Executive Program

  • Generally a week in duration.
  • Curriculum focuses on a specific sector or issue (e.g., national security, health, international development); will be customized for participants' interests and experience.
  • Instruction by Pardee RAND faculty, RAND researchers, and distinguished visiting discussion leaders.
  • Admission is competitive; open to applicants with achievement and professional responsibilities in the corresponding program sector or area. Tuition is paid by individual participants.
  • Pardee RAND certificate issued upon completion of program.


  • Employers sponsor a workshop and decide who among their staff will participate.
  • Short in duration (typically, 2–4 days).
  • Curriculum covers policy analysis fundamentals and issues specifically relevant to participants.
  • Led by Pardee RAND faculty.
  • Offers opportunity for “hands-on” work.
  • Pardee RAND certificate issued upon completion of workshop.

Visiting Scholars

  • Available to working professionals who are nominated for the program by a RAND research client, and who meet specific enrollment requirements.
  • Participants enroll in full-time Pardee RAND courses for one or more quarters.
  • Courses may be taken for graduate credit.
  • Pardee RAND Certificate in Policy Analysis awarded at program’s conclusion.
