Message from the Dean

Summer 2019 has come to a close. I hope it brought you some relaxation with family and friends. Here at Pardee RAND — even as we supported our students through qualifying exams, hosted Pardee RAND and RAND alumni, and carried off the seventh iteration of our Faculty Leaders Program — we were able to travel to California wine country, the lakeshores of the Midwest, the great American west, and Cape Cod’s seashore... and appreciate all Los Angeles has to offer.

As summer travels come to an end, the energy is building at Pardee RAND. Our new students, the 2019 Cohort, will soon arrive to launch our new academic year. They’ll be greeted by faculty and dive into Bootcamp with a first immersion into the complex problem of homelessness. Our newest students will also meet current students, including those featured in this issue of Findings — students who spent their summer leading the way at APPAM, mentoring young women in wargames, and setting the climate study and policy agenda through the UN’s Intergovernmental Panel on Climate Change.

Welcome to the 2019 Cohort — get unpacked and then get to know your fellow students and those who have come before you. They are remarkable people.

Major Gift from Soledad O’Brien Supports Inclusion, Diversity and Equity

"When you invest in education, you change people's lives," says Soledad O'Brien of the Pardee RAND scholarship she recently endowed in memory of her parents. The Edward and Estela O'Brien Inclusion, Diversity, and Equity Award (IDEA) will support two underrepresented minority students or first-generation college graduates in each cohort. More »

Students, Faculty Visit Nepal for IPCC Working Conference

Students David Catt Cohort '16 and Karishma Patel '17 traveled to Kathmandu, Nepal, this summer with professors Robert Lempert and Ben Preston to attend the Second Lead Author Meeting for the United Nations Intergovernmental Panel on Climate Change (IPCC) Working Group II. Catt and Patel are chapter scientists for the IPCC's Sixth Assessment Report, due out in 2021. More »

APPAM Conferences Bring Attendees to Barcelona, Denver

Students Christine Chen Cohort '15, Juliana Chen-Peraza '15, PhuongGiang Nguyen '14, Sujeong Park '15, and Etienne Rosas '14 attended the APPAM International conference this past July in Barcelona, as did alum Bill Gelfeld '14. In November, even more students and alumni will travel to Denver to participate in the 2019 APPAM Fall Conference. More »

Bartels Helps Organize Wargame for Teen Girls

Student Ellie Bartels Cohort '15 and three colleagues who call themselves RAND's "Dames of Wargames" designed and ran a wargame this summer for teen members of Girl Security, an organization that engages and empowers the next generation of women in national security. The event was featured on NPR and in RAND Review. More »

New Streams, New Courses, New Academic Program

This summer, Pardee RAND launched its three policy engagement streams and updated its program requirements for Cohort '20, developed new courses to meet these requirements, and — as always — worked with students and faculty to create exciting new electives for the coming calendar year. More »

In Remembrance: Wolf, Romero, Unger, Spencer

Artist and benefactor Theresa VandeWint Wolf passed away August 1. The widow of Pardee RAND founding dean Charles Wolf, and a supporter of the school in her own right, Wolf is remembered fondly by faculty, alumni, staff, and students. A public memorial service is planned for September 27 in Los Angeles. More »

Philip Romero Cohort '83, passed away August 24. Romero served as chief economist and deputy cabinet secretary for former California Gov. Pete Wilson and was the former business school dean at the University of Oregon. A memorial is planned for October 5 in Hillsboro, Oregon. More »

Eric Unger Cohort '04, passed away last September. Unger was a career officer in the U.S. Air Force, a former professor at the Air Force Institute of Technology, and most recently division chief of the Space and Missile Systems Center at Los Angeles Air Force Base. More »

Research & Commentary

Erin Duffy Cohort '15 authored "Influence of Out-of-Network Payment Standards on Insurer-Provider Bargaining: California's Experience," published in the American Journal of Managed Care. This extension of her dissertation research was widely cited in health media outlets, and Erin was interviewed by Medical Research.

Sai Ma Cohort '02 coauthored "Insurers' Perspectives on MA Value-Based Insurance Design Model," a qualitative study of Medicare Advantage insurers who participated in a Center for Medicare and Medicaid Services model test, published in the American Journal of Managed Care.

Silvia Montoya Cohort '06 summarized her report Meeting Commitments: Are Countries On Track to Achieve SDG 4? in the commentary "'Business as usual' will not achieve global education goals," published by European Sting.

Arnab Mukherji Cohort '01 coauthored "Economic inequality and loss of commons: Evidence from India," published in the journal World Development.

Jesse Sussell Cohort '10 was the lead author of "Understanding Price Growth in the Market for Targeted Oncology Therapies," a 19-year retrospective study investigating trends in prices, patient counts, and revenues, published in the American Journal of Managed Care.

Dissertation: Evaluation and Management Visits in Outpatient Settings: Exploring Influencing Factors on Billing Patterns. Xiaoyu is now an associate with the Analysis Group, an economic, financial, and strategy consulting firm.
